The following is a listing of the ITF Competition Rules and are correct as of June 2007.
1. Individuals ... more
• Only individuals (kup and dan grades) who posses the required
insurance and membership of ITF/S will be allowed to participate in official
competitions/championships.
• Individuals are required to produce their
licence/grading booklets on the day of the event. Grades must be ratified
and membership current/valid.
2. Entry Forms ... more
The official entry form must be complete, all details must be given and be
accurate. Complete forms must be return to the Tournament Administrator
by the given date. Forms arriving after this date will be returned to sender.
The entry fee for all tournaments shall be set by the ITF -SCOTLAND.
Instructors must coach competitors to the required standard of each event and assume responsibility for the choice of event for each individual.

4. General Dress ... more
- a) All officials and umpires must wear navy trousers, navy jacket and white
long sleeved shirt, official tie. Foot wear must be white trainers.
- b) Competitors must wear ITF dobok with ITF approved badges.
- c) When not performing competitors may wear track suits training shoes
etc.
- d) Ladies officials must wear the same uniform with either skirt or trousers.
5. Injuries & Insurance ... more
All tournaments to have all the relevant certificates i.e. public liability, fire
certificate and have medical person or persons in attendance.
6. Dispute Proceedure ... more
- i)All disputes will be directed to the Chief Umpire through senior black
belts as soon as it occurs.
- ii) The chief Umpire will listen to the dispute then give a decision based on
the rules and regulations of the tournament.
- iii) The chief Umpires decision is final any person persisting with the
dispute after this may be disqualified from the tournament.
- iv) A copy of the rules and regulations must be present at all tournaments.
No individual competitor or their supporters may approach any official
regarding a dispute. Any such disruption may result in those competitors
involved being disqualified from the tournament.
7. Courtesy ... more
Competitors must at all times bow to the jury, referees, officials. All competitors
should bow entering or leaving the area of their particular discipline and show
courtesy to all times to the officials.
Competitors should bow to each other at the beginning and the end of each sparring bout.
No competitors must approach the Umpire Committee or the top table unless requested to do so.
On the occasion that competitors are required to speak with officials they do so using "Sir or Miss"
8. Overall Individual ... more

The competitor with the most points will win the overall medal. ( pattern medal over sparring medal)
Gold 3 points, Silver 2 points, Bronze 1 point with 4 or more in any division. With 3 competitors in a division only gold and silver shall be counted.
With only two competitors only the Gold will count.
Where there is only 1 competitor the Gold will be presented but no points shall be
awarded .
Overall medals count as 3 points and will be added to the overall school.
9. Sparring (Matsogi) ... more

- a) Head and neck area at the front and sides but not at the back.
- b) Trunk of the body from neck to navel vertically and from a line drawn from
the armpit vertically down to the waist on each side.

One (1) point will be awarded for:
- HAND attack directed to MID or HIGH section.
- HAND attack while in the AIR (both feet must be off the ground) directed to MID section or HIGH section

In competition a technique is valid when:
- a) It is executed correctly.
- b) It is dynamic, that is to say it is delivered with strength, purpose, rapidity and precision.
- c) It is controlled on the target.
4) DISQUALIFICATION ... more
- a) Misconduct against officials or ignoring instructions.
- b) Heavy contact
- c) Committing 3 fouls
- d) Any competitor suspected of being under the influence of alcohol or drugs.
5) FOULS (Minus points) ... more
1 point will be deducted for the following offence:
- a) Loss of temper
- b) Insulting an opponent in any way.
- c) Biting, scratching, clawing.
- d) Attacking with the knee, elbow or forehead.
- e) Attacking a fallen opponent.
- f) Contact
6) WARNINGS ... more
Warnings will be assigned for the following offence:
- a) Attack to an illegal target.
- b) Stepping completely out of the ring ( both feet)
- c) Falling down, whether intentional or not (this means any part of the body, other than the feet touching the ground)
- d) Holding, grabbing, pushing.
- e) Sweeping.
- f) Faking a blow, pretending to be injured to gain an advantage.
- g) Intentionally avoiding sparring.
- h) Repetitively pretending to have scored a point by raising the arms.
N.B. the sum of 3 warnings automatically means deducting 1 point.
If an athlete is pushed out of the ring with intent (without undergoing a
technique) then he will not receive a warning.
7) INJURY ... more
- a) When a competitor is injured, the centre Referee must stop the match and call the Doctor. The Doctor must diagnose, treat the wounds and decide on the match continuation. At the moment the doctor is in front of the injured competitor, he has a maximum of 2 minutes to diagnose, treat the wounds and decide about the match and competition continuation.
- b) When a contender cannot continue because of the Doctors decision:
i) He is the winner if his opponent is responsible.
ii) He is the looser if his opponent is not responsible.
- c) An injured competitor that is unfit to fight, according to the Doctors decision, cannot fight again during the tournament.
- d) A competitor that refuses to accept the Doctors decision will be disqualified.
- e) If two competitors injures themselves at the same time and both are unfit to fight, accordance to the Doctors decision, the winner is the contender that has more scored points at that moment. If the competitors are even, the Jury President will count the penalties; if also the penalties are even, the ring council will decide about the bout.
8) DECISIONS ... more
In the individual matches the following decisions will apply:
- a) When 3 or 4 corner referees give a decision in favour of one competitor then that competitor is the winner.
- b) When 3 or 4 corner referees say that it is a draw then a further one minute round will take place. If this result in a further draw then the first score point will decide who the winner is.
- c) When 2 corner referees give a decision in favour of one competitor:
2 for one competitor & 1 for the other & 1 giving it as a draw or
2 for one competitor & 2 giving a draw, then the competitor who was awarded the winning decision off 2 corner referees is the winner.
- d) When 2 corner referees give a decision in favour of one competitor and the other 2 corner referees give a decision in favour of the other competitor then a 1 minute extension will follow. If at this time it results in a further draw then the first scored point will decide who is the winner.

9) SPARRING AREA ... more
The sparring area should be 9m x 9m edged with a distinguishable strip with the
starting marks 2 meters apart where possible.
The table where the Jury, recorder and timekeeper are seated is beside the
square.
10) PROCEDURE ... more
The opponents are identified by Red or Blue belts/tags. One the referee’s
command opponents bow to flag/official table, the referee and then each other.
The bout is controlled by the referee, who starts and stops the bouts. At the end
of each bout the reverse, bowing procedure will follow after which the referee will
ask for a decision of the four corner judges. The time will only stop during a bout
if the referee so indicates. If whilst sparring an opponent losses balance or
leaves the sparring area the bout will restart at the point of imbalance or exit.
11) SAFETY EQUIPMENT ... more
- A) Compulsory:
i) Groin guards for all male competitors which must be worn INSIDE the dobok.
ii) Safety kick and punch closed finger.
iii) Head guards for all juniors under 13 years old.
iv) Body armour for all juniors under 13 years old
- B) Optional:
i) Gum shield .
ii) Breast guards (female) .
iii) Shin guards.
All protective equipment or bandages must be approved by ITF-Scotland .
Sparring equipment being of an approved type consisting of elastic material with
sponge or rubber type padding and containing no metal, bone, hard plastic or
similar hard material whatsoever, nor involving the use of zip lace or stud
fasteners.
- C) No other protective or safety equipment may be worn.
- D) All competitors with injuries which require bandaging or strapping of any kind must satisfy the Umpires of their need, and obtain approval of type before performing i.e. no pins or hard material can be worn; neither can bandages give extra support so that it constitutes an advantage to that competitor.
- E) No jewellery, watches or other adornments may be worn, hair may be kept in place using a material of a soft elastic nature only, no grips or slides are allowed.
12. MISMATCHES ... more
The referee can exercise his discretion in a mismatch regarding safety and
bring the bout to a close before the statutory time elapses.
13. MEDICAL ATTENTION ... more
All tournaments must have a Doctor(s) and qualified first Aid personnel in
attendance. Doctor’s recommendations, with regard to competitor’s further
participation, following injury, must be adhered to.

1. SPECIAL TECHNIQUE HOLDER
This should have a hinged, swivel target attached to a measuring poll; the target
should go from 1 meter to 3 meters.
Divisions may be split female and male depending on number of entries.
1 x Gold 1 x Silver 2 Bronze in each category.
2. PROCEDURE
Competitors must begin from ready stance and end in the same position on
completion of the technique. At no time must any part of the body apart from the
feet touch the floor. Each competitor may have one pre judging of distance
allowed without touching the target, where a competitor touches the target on the
pre judge this will count as an attempt with no further run allowed. When given
the command from the referee the competitor has 60 seconds to complete the
item in one continuous movement.
3. SCORING
2 POINTS When the target has to be returned to the beginning position
manually after moving more than 90 degrees from the starting position with the
correct tool.
1 POINT When the target is touched by the correct tool.
The winner will be the competitor who reaches the highest and scores.
4. DRAW
In the event of a draw the height will be increased until a winner is found.
5. DISALLOW
Referees may disallow a point for failure to maintain the following:
i) Correct balance and posture throughout technique.
ii) Correct attacking tool in correct manner.

10. DRAW
In the event of a tie the judge will select one item to be the "tie-breaker" . He will
decide how high the jump will be. The tied competitors will then carry on until the
places are decided.
The winner will be the competitors with the highest scores after having attempted
all items in their group.
11. POWER TEST ... more
(No power test for under 13 years Youth or Senior White and Yellow Belts)
Each category will be issued with 1 x Gold 1 x Silver 1 x Bronze medal/trophy
It is compulsory for senior competitor to attempt each item listed, for his/her
group.
Power Test Procedure
- a) For each item a standard will be set by the tournament adjudication Committee.
- b) Each plastic board should be 30cm x 30cm x 1.50 thick.
- c) In power breaking it is permitted to make one step forward, to slide , to skip as long as the competitor does not jump, that means that one foot keeps contact with the floor at all times. For sonkal the strike may be either inwards or outwards.
- d) For each item, each competitor will have 1 attempt to break, only with 1 prejudging of distance allowed. On command from the referee the competitor will adapt a ready posture and attempt to break, in one continuous movement when signalled to do so by the judge, ending back in ready stance. After the signal the competitor has 30 seconds to complete that item.
- e) Referees may disallow an attempt for failure to maintain the following:
i) correct balance and posture throughout technique.
ii) correct attacking tool in the correct manner.
- f) Referees must examine each board before each attempt.
- g) Each broken board will count as 3 points and each bent board will count as 2 points.
- h) The winner will be the competitors with the highest scores after having attempted all items listed in their group.
- i) In the event of a tie the judge will select one item to be the "tied-breaker". He will decide how many boards are to be used. The tied competitors will then carry on until the places are decided.

- vi) When 2 corner referees give a decision in favour of one competitor and the other 2 corner referees give a decision in favour of the other competitor then the result is a draw and 1 point will be added to each team score.
- v) When all 5 / 3 bouts are finished and the result is a draw then each coach will select 1 competitor to spar an extra bout. The team whose competitor wins this bout will be the winner. If at this time it results in a further draw then the first scored point will decide who
is the winner.
